Reproducability: Always

Other UI elements (such as the "reload" button) should not be active while a 
menu is active. This is especially the case since clicking on that element does 
not actually perform any operation on the element; rather, the menu is 
dismissed. 

Steps to reproduce:
0. Use the modern skin, and make sure the navigation toolbar is visible.
1. Open a web page and load something so that the reload button is not disabled.
2. Select the go menu.
3. Move the cursor over the reload button.

Actual Result: the reload button (and any other rollover button) rolls over.
Expected Result: the reload button should not rollover.
This is a duplicate of a Futured bug (not for this time around).
