When operating from a wiFi, often a download is interrupted by a loss of battery power.
Better session experience would be that Firefox 'Pause' the downloads when this happens.


Reproducible: Always

Steps to Reproduce:
1. Start download from a 'regular' url, ie: not a session-coded one.
2. Loose batt power.
3. Charge, restart system with/out connection.
Actual Results:  
4. Firefox cancels the download as 'failed'.

Expected Results:  
4. Firefox should put unfinished downloads into 'pause' mode if possible.
