Spun off of bug 38787, chrome URLs are not canonized before caching them. This led to a cache miss between chrome://navigator/skin/ and chrome://navigator/skin/navigator.css, and may recur. It is safer for xul authors if the problem is fixed, but may result in a performance hit.
