If MozMill is in a special state like recording a test, showing the inspector or running a test, it is still possible to use the keyboard shortcuts to load another test, open the inspector overlay or start a recording in parallel.
Those actions should be prevented.

The worst one is running a test, trying to run another one or open/save things while the test is running cause problems. I am already unable to use the shortcuts when inspecting or recording, looks like the jQuery UI update stopped those events from propagating while the dialogs are open.
