Ok, so I went back and downloaded old nightly builds from ftp.mozilla.org. Here's what I found. 03/12/08 Mozilla/5.0 (X11; U; Linux x86_64; en-US; rv:1.9b5pre) Gecko/2008031204 Minefield/3.0b5pre No regression. Tab strip doesn't shrink. 03/13/08 Segmentation fault, couldn't run it. 03/14/08 Minefield/3.0b5pre Has regression. Another thing about this bug. I found out it doesn't matter how many tabs you have open. It will shrink even if you just have a few open and you narrow the width of the browser window until it shrinks.
So on further inspection it looks like this is caused by bug 416868. I did a cvs checkout from before the patch in that bug was landed, and applied it manually. The resulting build shows the regression. Also this bug only happens on some Gnome themes, not all. Clearlooks the default, shows the regression. The Ubuntu Human theme does not have this problem.
