A new library should be created to interact with the l10n table. This should follow the tikiwiki coding conventions and be independent of the l10n dashboard plugins so it can be easily assimilated.

This is mostly complete and should be in the tree sometime late tonight (EST). I'll hopefully have a 'beta' of bug 481306 for testing too.
Somethings that I've been wondering...
Do we want to display the page names in the locale language if they exist? That is, if we are on the French dashboard, do we want to show "Customizing your Firefox with add-ons" or "Personnaliser votre Firefox avec des modules complémentaires"? Obviously, if it isn't translated, it will have to be in English.

This is in r23249 on staging. It won't go into production until after we've tested it. I broke some tiki conventions, namely inline documentation. I kept it brief, though. ;)
Marking as fixed just to mark the fact that this is done (for a bit now). It can be verified after the tables exist on staging and they get data in them.
Do not try to use this until the tables exist.
