1.Go to https://www-trunk.stage.mozilla.com
2.Hit refresh.
3.Notice that the language list under Africa expands during the page reload.

For some reason the screencasts are really choppy for me so I don't see it there. However, I know what you're talking about and it's a symptom of our no-JavaScript fallback. We display the whole list and then use JS to collapse it.
