If we're reloading a page, we shouldn't change the title of the tab at all.

If I choose "Reload All Tabs" and switch to a tab I might not have enough indication about the progress of a request. How it is now you can be sure that it is not useful to click on a tab with the text "Loading..". The text "Loading.." is indeed irritating but only because I wonder what is going on with the request. I may feel sorry that I decided to reload it. Please ignore this comment if I misunderstood this bug.
