i was subscribed to a number of bugs that relyed on firefox bug https://bugzilla.mozilla.org/show_bug.cgi?id=382267

when that was resolved i got like 5 emails telling me that that state changed. it should be possible to condense this into 1 email

Reproducible: Always

Steps to Reproduce:
1.have dependency bug change
2.receive 1 email of change for every subscribed dependent



Expected Results:  
receive only one notification stating change, and the bugs it effects that are subscribed to
