nsIFullScreen.idl was added in bug 68136 (in February 2002), and then bug 195963 removed the only implementation (in December 2003) but didn't remove the interface. We reference the interface in a few places, but it shouldn't be that hard to remove: http://mxr.mozilla.org/mozilla-central/search?string=nsIFullScreen bz noted this recently in bug 195963 comment 43, which I stumbled upon after poking around the fullscreen code and being fairly confused by this phantom interface.
