Is it possible this is an ML-only problem? "Fill Form" is shown in the menu as Command-Shift-F in the English build, and Command-Shift-F invokes it.

Confirmed; the shortcuts are swapped in the Spanish nib. I'll see if Ernesto can take a look at this (and possibly fix it for 1.6.7).
