482369 - Inform designer that there is no email for approved personas

We will not be sending "approve" emails for this release (see 472581). The result is that a user will upload a Persona and not know exactly when it is approved. To soften the frustration, we should include some copy on the "Success" page. Something along the lines of "we will add your cool design to the directory as soon as possible! sometimes this can take a couple of days. thanks for being patient."
