Details

We need to completely remove the old developer control panel.  Default links should go to the new one and all locales should have access.

Off the top of my head:

- Merge en-US l10n to all other locales.  bug 482855
- Replace all links for the old code with new links
- Find old code and remove it. bug 453014?
- add redirects for major links to the new code

Looks like this tracking bug is now fixed.

Verified FIXED (as much as a tracking bug _can_ be verified fixed) -- all dependent bugs have been verified with the exception of the l10n bug, which can be done separately (though https://preview.addons.mozilla.org/fr/developers works, as does https://preview.addons.mozilla.org/de/developers, etc.)
