3 pane: Enable/Disable and Dynamic Text Changes

Per our mail triage meetings, there is a minimal amount that we should do to get
the product per the spec.  Scott has compiled a list.  I will attach that list
as a text attachment to this bug report.  Always use the latest attachment to
work from.

(It may take me about 1/2 day to copy/paste from scott's list.)

fix checked in.  I've done this for as much as I'm going to for this release. We 
just need to make sure I didn't disable something when it shouldn't be(note, I 
also took care of the standalone window when doing this since the menus are 
pretty much the same, so please check there as well).

- I didn't find anything that should be enabled that wasn't.
- * When only a folder is selected the 'Next' button is enabled but it doesn't 
do anything. Can this be fixed for this release?
- A variety of items have not been fixed and are logged in bug# 51893 for the 
next release.

Reopening because the problem with "Get New Messages" is important to fix.

Checked the Alternative 3-pane using
Build 2000-09-08-08M18: NT4, Linux 6.0
Build 2000-09-07-04M18: Mac 9.04

1. Get New Messages not enabled: Win and Mac
- Inbox selected: Login to mail without selecting a message. Notice that the 
File|Get New Messages menu is disabled. The "Get Msg" toolbar button is also 
disabled.
Workaround: Select a message, go back and select the Inbox folder and now 'Get 
New Messages' and the "Get Msg" button are enabled.


2. Checkmarks not working for: Mac
- View|Toolbars|Mail Toolbar
- View|Toolbars|Taskbar
- View|Thread

3. Toolbar in general looks bad
- Inbox selected, Next button is disabled
Workaround: Select a message, select Inbox and the Next button is enabled.
(Should probably show this problem to the skin developers?)

I have a fix for 1 and 3. Does 2 only happen on the mac in the alternate 3 pane, 
or are checkmarks messed up in all windows in the product?

Item #2 occurs in Navigator's View|Toolbars submenu. In Mail, the View|Toolbars
submenus also displays the problem in the 3-pane and the alternate 3-pane.
Appearsto be a general Mac problem.

1 and 3 are fixed.  Ninoschka is going to file a separate bug for #2 since it's
not mail specific.

Verified Fixed for items #1 and #3. There is a bug already reported for item #2.
