Remove pointless and unmaintained jarlist
In November 2001, Darin landed tests for jar URI loading perf, consisting of netwerk/test/TestPerf.cpp and netwerk/test/jarlist.dat (and some makefile stuff). You run ./TestPerf -async res/jarlist.dat, it loads a couple hundred jar URIs, and tells you how long it took. Fast forward eight years: TestPerf.cpp only builds non-libxul, so you can only test how fast we are in things we don't ship; the only maintenance that jarlist.dat has seen is a few removals when someone was killing something, so you can only compare results between each removal, and the vast majority of the URIs are not found except in SeaMonkey since they're in modern.jar, so for a hypothetical person using it to test perf of a debug Firefox, it would test the speed of jar:404 a couple hundred times. Time to put it to rest, so it can stop confusing people searching mxr for where mangy old things are used (the wallet files led me to it).
