Tooltips (title="") are not shown in chrome windows

Reproducible: Always

Steps to Reproduce:
1. Open Tools -> Error Console
2. Type:
   window.open ('file:///tmp/testcase.html', 'test', 'chrome=yes,width=320,height=240');window.open ('file:///tmp/testcase.html', 'test', 'chrome=yes,width=320,height=240');
   in Code: box and click Evaluate
Actual Results:  
Hovering mouse over paragraph doesn't show tooltip.

Expected Results:  
Hovering mouse over paragraph should show tooltip "A tooltip".

When test file is loaded in main window or chrome=yes argument is not present, tooltip is displayed correctly.

Affects both Firefox (3.0.7) and SeaMonkey (1.1.12) on both Linux and Windows.

This bug is probably related to https://bugzilla.mozilla.org/show_bug.cgi?id=451792 - if a test page is loaded into sidebar, tooltips are not shown.

Worksforme with seamonkey 2.0 on mac. Have you checked that you haven't disabled chrome tooltips (look for 'browser.chrome.toolbar_tips' in about:config if you run Firefox, for SeaMonkey the pref can be found in Preferences --> Appearance)

Reporter, please retest with Firefox 3.6.12 or later in a fresh profile (http://support.mozilla.com/kb/Managing+profiles). Also update your plugins (flash, adobe reader, java, quicktime, silverlight, etc.) Go to the developer's website and download the latest version from there. If you no longer see this issue, please close this bug as RESOLVED, WORKSFORME. If you do see the bug, please post a comment.

No reply, INCOMPLETE. Please retest with Firefox 3.6.12 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
