484316 - CC emails only sent for flag notifications if flag is specifically requestable

We have an custom bug flag that is marked as active, requestable with a CC list.  The CC list is only notified of the flag request (email containing X-Bugzilla-Type: request) if the flag is also marked as specifically requestable.  Based upon the description, I would have expected the notification to be sent to the CC list:

CC List:  	 if requestable, who should get carbon copied on email notification of requests. This is a comma-separated list of full e-mail addresses which do not need to be Bugzilla logins.

The CC list happens to be an existing bugzilla account if that matters.  This seems very similar to bug 284590.

I tested on both Bugzilla 3.2.2 and 3.2.3, and I cannot reproduce your problem. I don't know what your "custom" bug flag is, but this is not a bug upstream. If by "custom" you mean the Fennec flag, then that's a local customization on b.m.o.

I meant 3.2.2 and 3.3.3.
