Currently in Testopia 2.2, i can link a bunch of test cases to any plan from the list. But the issue is if i add a new test case in source plan, then it does not link automatically to other test plans (linked previously). This problem will go away if i could link one test plan with another test plan like the way we do for test cases. Is there any way to link test plans to other test plan?
Please advise.

Unfortunately, no it is not possible to link plans. Nor does adding test cases to one plan automatically link to other plans. You would have to manually link them after creating them. You are welcome to log an enhancement request however.
