Steps to Reproduce:

1. Load https://sm-weave-proxy01.services.mozilla.com/upload
2. Log in
3. Look at the navigation-bar text beneath "Step 1" -- it reads "Terms of Service"
4. Agree to the user agreement, select a license, and click "continue"
5. In the resulting page, look at the text beneath "Step 1" -- now, it reads, "Persona Agreement"
