Sort key index is currently global, not per test plan.
Test cases can be shared between test plans.
Which means that when you change the order of test cases in one plan
you also change the order in the other plans where the test cases are.
So it's very easy to screw up ordering of test cases.

Yes I do know test runs have their own sort order, but it's extra work
to do ordering everytime on creates a new run instead of just reusing
the sort order from the test plan.
