When I have more than one window open, and one or more contains multiple tabs, closing the window does not offer the 'save and quit' option to preserve the tabs for the next session.  I'm not sure what the correct behavior would be in the general case, but I just encountered a very annoying specific case: the two windows open were my main browser window and the Downloads mini-window.  Closing the main browser window gave the 'closing multiple tabs' warning, but I, not thinking the Downloads mini-window counted as a second window, clicked where the 'Save and Quit' option would have been without realizing my error until it was too late.

In short,
(a) if the current behavior of offering to remember closed tabs only when the last window is closed is kept, the Downloads mini-window, and any other mini-windows, should not count against whether the last window is being closed or not.
(b) alternate behavior for closing multiple tabs of multiple windows should be considered.  Again, I'm not sure what would work well here.

Steps to Reproduce:
1. Open multiple tabs in a browser window.
2. Make sure preferences are set so that the Downloads mini-window will appear when a download starts.
2. Begin downloading a file.
3. Before the file finishes downloading, close the browser window.
Actual Results:  
I am asked if I want to close multiple tabs.

Expected Results:  
I should be asked if I want to save the tabs or not.
