485953 - "ftp://" matches are inconsistent with "ftp:/" matches

Looking for an ftp URL using the location bar yields inconsistent results.

STR:
1. Have ftp protocol URLs in your history (eg. ftp://ftp.mozilla.org/...)
2. Start typing "ftp://" into location bar slowly (to see inconsistencies)
2. Finish typing "ftp://"

Expected Results:
Autocomplete results for "ftp", "ftp:/" and "ftp://" should be the same (or at least very similar)

Actual Results:
Autocomplete results for "ftp" and "ftp:/" are very similar, while the list for "ftp://" is drastically different, not matching any FTP protocols in the top 5
