What I can read at http://www-stage.bugzilla.org/status/2009-03-FIXME.html is not what I can read here. I didn't check all paragraphs, but this one is clearly missing:

"So if you are updating via CVS, make sure to do cvs -q up -dP -r BUGZILLA-3_4-BRANCH when updating, if you want to stay on the 3.4 branch."

I noticed this one because I wondered if the whitespace after -r is allowed or if you had to write -rBUGZILLA-3_4-BRANCH.

Could you make sure the correct file is attached, please? :)
