type text/html unrecognized by Mozilla if you load frameset HTML doc with missing children

Using Commercial 2000081008 on WinNT 4.0 SP4.
To repro:
1) save attached test case .htm file to disk
2) open via File-->Open
Expected: top level frameset will be displayed but linked children which are
missing will be blank areas or a question mark icon or something
Actual: Netscape responds with three dialogs (one for each missing child
document) saying the one error I never expected Netscape to report: "You are
about to download a file of type text/html. This file is unrecognized by
Netscape. You can save it or open it with another application."
Granted, we may live with it for the first release if our handling of frameset
docs with missing children is less than ideal. But this is an *extremely*
confusing error message to show to the user (kind of embarrassing,
actually--Netscape doesn't recognize HTML?) and it would be better if we at
least said something more accurate or just showed a question mark or blank white
frameset children. Nominating for nsbeta3 as polish.
