STEPS TO REPRODUCE:
 1. Load https://bugzilla.mozilla.org (or any bug page on bugzilla)
 2. Ctrl-Shift-P to enter Private Browsing Mode (& click through the dialog)
 3. Ctrl-Shift-P to exit Private Browsing Mode

EXPECTED RESULTS:
 My original tab should be restored to show bugzilla

ACTUAL RESULTS:
 That tab shows https://bugzilla.mozilla.org/ in the URL bar, but the content area is just a blank gray page with "(Untitled)" in the title. (The same happens to any other tabs that used to be viewing bugzilla pages.)

EXPERIMENTS AFTER HITTING BUG:
 (A) If I focus the location bar (which contains https://bugzilla.mozilla.org) and press enter, the gray tab doesn't change
 (B) If I switch tabs, or open a new tab, and attempt to load any https bugzilla URL there, the page contents don't actually change.


NOTE: After a short period of time (between a few seconds and a minute), it will starts working again, though. (Experiments "A" and "B" will start to load actual bugzilla pages)

NOTE: I've tried this on another SSL page -- https://mail.mozilla.org/listinfo/ -- and I couldn't reproduce the bug there.  So, this seems to be something specific to bugzilla -- it's not an issue with all HTTPS sites.
I see this bug in my Shiretoko and mozilla-central nightlies.
