This is a Feature Request:
Window popup blocker in preferences should always enable it's detail settings, 
regardless if blocking popups is enabled or disabled.
Then every URL should have the ability to get popups allowed or blocked.
The background is simple:
First I want to see if a site brings or even needs popup windows, after
seeing this for a while, I decide if it's bearable or not.
This would help me a lot and maybe is even simple to implement.

Reproducible: Always

Steps to Reproduce:
1. Open Preferences and go to popup window blocking settings
2. Try to block a certain site while allowing all others to open up
Actual Results:  
It doesn't work :-)

Expected Results:  
URL's should have the ability to get popups allowed OR blocked.
