See https://www.squarefree.com/bookmarklets/mozilla.html#shorten_bug_query for the latter approach.  Shaver was suggesting the former: having JS on the query page remove the elements that don't matter before submission.

Either way, it would lead to much more readable query URIs.
Already implemented in Bugzilla v3.4 and will be in BMO after you upgrade (probably after 3.4 final is released).
