One thing I noticed about the article feedback UI, that may be a contributing factor to the bad signal to noise ratio, is the fact that the linked text does specify that feedback is for the article. The linked text is "Submit additional feedback."

The text before it is "Help us improve this article", but the text that stands out is the linked text. Perhaps we can make the purpose of article feedback more obvious by improving the presentation.
