Details
On 1.9.1 dragging a tab outside the window creates a text file that contains the link. On 1.9.2 where bug 475066 has landed the tab floats back to the tab bar making it nearly impossible to drag and detach a tab. The only way to detach a tab is to drop the tab inside the active tab.

Bug 475066 hasn't been fixed on trunk, and this is the exact same bug.

This behavior persists on Mozilla/5.0 (X11; U; Linux i686; en-US; rv:1.9.2a1pre) Gecko/20090421 Minefield/3.6a1pre Bug 475066 and bug 466379 did not fix this.

Linux now has the same issue as bug 487263. So this works if you drag through the content window.
