I've noticed this under both the latest Win32 nightly (2000081108) and a binary built from source on FreeBSD-CURRENT (no build ID). Go to the above URL and notice in the status bar that there's a constant flurry of "Sending request"/"Connecting to". There seems to be a matching amount of network traffic. The throbber is not animating, and the Stop button is not active. If I click on a banner and then hit stop before the new browser moves, the activity stops.
