It has to create a new file when you run this command. But it shouldn't create a new empty tab while doing this command. P4 - it doesn't stop us in writing tests in any way.
Priority: -- → P4
Summary: "Save As" creates a new file → "Save As" creates a new empty tab in the editor

I had a long rant about why we should push this, but it was easier to just fix it: Committed revision 450.
