when resizing the page view area by moving left and right the sidebar right
border the right toolbar is temporarily copied in the window. It's not dangerous
but it looks bad

Reproducible: Always
Steps to Reproduce:
1.open bugzilla helper or tinderbox to have a scrollbar on the right
2.drag the sidebar right borde left and right fairly fast


Actual Results:  the repaint process temporarily copies the scroll bar out of
place when moving to the left

Expected Results:  the copy does not infuence the area of the scrollbar

Playing with sidebar is only a way to make the effect easier to see. It happen 
even if you move the left window border in a further left position, you have a 
first repaint with the scrollbar somewere off the correct location and then 
everything is repainted in the proper manner. Probably it's not the sidebar.

I do not see this on 98 or NT.  SOme kind of repaint performance issue I
suppose..  Over to Layout.

Tinderbox on my 9/27 NT build. Reassigning to evaughan.
