For most Firefox windows, the monitor location where the Firefox application window is located is used.  For example, Tools -> Downloads will display the "Downloads" window in the same monitor as the Firefox window, even when on a secondary monitor.  The "Preferences" window always uses the primary monitor.

Reproducible: Always

Steps to Reproduce:
1.Open Firefox on multi-monitor desktop.  Move application window to a non-primary monitor.
2.Open "Preferences" window with Edit -> Preferences.
3.Observe location of new "Preferences" window.
Actual Results:  
"Preferences" window will appear on primary monitor, while Firefox application window does not.

Expected Results:  
"Preferences" window should appear on the same monitor as the Firefox application window, just like other toolbox windows do.
