Need a server-side fix for language capitalization differences on MDC

Details
Deki allows both "en" and "En" (for example; every language is affected) in its URLs, but because to browsers these are considered different URLs, clicking in-page links that include those results in reloading the entire document instead of simply scrolling to the referenced anchor. Since these addresses are frequently user-entered, we can't control which gets used, so we wind up with semi-random page reloads when linking within documents. Can we apply a fix to our server configuration that would automatically correct these so that the reload doesn't happen? Never mind. Turns out Deki Lyons has a fix for this bug, so we can just forget it, since we're installing that RSN anyway.
