Attachment: user tools available for anonymous users

steps to reproduce:
1.Go to https://support-stage.mozilla.org
2.Do NOT log in.
3.Click on Log in link.
4.Notice the "User tools" section in the side nav bar.
5.Click on "Questions I asked" and "My email notifications"

expected results:

-User tools related links-"Questions I asked" and "My email notifications" need the user to be logged in.So these links are not available to anonymous users
-For anonymous users, only one link-"want to help out?" is listed.

actual results:
"Questions I asked" and "My email notifications" are available for anonymous users under "User Tools".

I am no longer sure about the use of the "User Tools" section in the first place. We aren't expecting or encouraging users to create accounts, and the "Want to help out" link exists elsewhere. 

I suggest we just remove the User Tools section altogether unless I'm missing some other reasons why it should be there.

This one should be possible to fix via the admin panel, so yes.

Fixed on prod and stage.
I have to say, the sidebar looks a lot cleaner (when logged out).
