get "XML parsing error: XML declaration not well formed." when change version from 1.0 to 1.1

Steps to Reproduce:
1. Change version to 1.1 in xml prologue.

Actual Results:  
get parsing error

Expected Results:  
display page

It seems to me that the major difference in 1.0 and 1.1 is the handling of end-of-line and expanded Unicode support.  I am probably a little naive in this, but it doesn't seem to be a large problem to either support XML 1.1 or, as a worst case, just ignore the 1.1 version number.

I did forget to try this in Firefox 3.1beta4.  oops.
