Competition lives in our veins.  Humans are obsessed with harder, better, faster, stronger (♫) and tagging is no different - we want to know the best, the top, which ones are used the most?  In order to satiate our ranking lust this bug will fulfill:

1.11: Create a top tags page

from our well read spec ( http://docs.google.com/Doc?docid=dds6vwb4_1dxwx5vg3&hl=en ).

This bug involves:
+ CakePHP code
+ unit tests via Simpletest

Notes from Yem (recording it here just so we have it someplace :)

Done:

+ Top tags page will show the top 100 tags.
+ The url for the top tags page would be something like:
  http://<hostname>/tags/top
+ Clicking on a link of a tag will display all the addons for that tag.

Still to do:

+ Add alternate sort by 'alpha'
+ Store sort pref in cookie

Verified FIXED on https://preview.addons.mozilla.org/en-US/firefox/tags/top; we've filed a bug for display issues in IE 7.
