https://support.mozilla.com/en-US/kb/Pressing+Tab+key+does+not+select+menus+or+buttons applies primarily to OSX where the default behavior in Firefox is determined by a bad default set in the operating system System preferences.  Rather than resorting to about:config to change this, we should have users change it in their OS System prefs (OSX only).

I followed the directions on tipstrs.  IMO, this isn't a bug and can be closed.  However, I don't know how to inform the masses.
This isn't a bug in Firefox, it's a bug to update the KB article so it's easier to use.
