The landing of the privacy prefpane refresh (bug 462041) exposed an xml parsing error in the privacy prefpane, namely, an accesskey was set to '&'. I think this is a tools bug, what tool are you using? Anyway, I have a fix in hand, which I'll land for B4. I'll bump the opt-in source stamp accordingly.

http://hg.mozilla.org/releases/l10n-mozilla-1.9.1/zh-TW/rev/6fd8994286a1, landed on 1.9.1. I'm not going to land on l10n-central, please make sure to port the bugfix over.
