It seems like the vast majority of comments from random users (i.e. without editbugs) are either "still seeing X" + "please file a new bug" interactions or complaints about the resolution of a bug.

I think it'd be more useful to lock resolved bugs to editbugs users, and have a "if you're still seeing this bug, please file a new report" bit in place of a comment field with a link to a prefilled bug report with the same metadata, and with some appropriate link back to the original bug (dependency or comment, either is fine, really, though we'd want to add a comment to the original if we used a comment).

I'm sure this would have to be an option, but I think the benefits would be huge for steering users into filing a new report if something regresses/recurs.

Same request as bug 368042 (Marc is suggesting to limit this restriction to bugs marked as CLOSED, personally I think VERIFIED would make more sense, but this can be discussed there).
