When the file menu toolbar is place on the far right of the interface, users are unable to drop and drag selected URLs into a parent menu (ie. a bookmarks folder); as the menu hides as soon as the mouse moves to the left, in attempt of dropping the URL in the child folder.

Reproducible: Always

Steps to Reproduce:
1.Customize the toolbar and move the "FILE|EDIT|VIEW|BOOKMARKS|TOOLS|HELP" menu to the far right side.
2.Drag a selected URL into bookmarks menu and attempt to drop the url into a folder that exists in the bookmarks menu.
Actual Results:  
the window disappears as soon as the mouse leave the parent bookmark menu, and the link is unable to be saved in the child bookmark folder.

Expected Results:  
the menu should not hide and the URL should be able to be dropped into the bookmarks folder.
