When firefox restores the previous (persisted) session, and immediately made offline *after* it is started (by clikcing File->Work Offline), many tabs show blank URL text box at the top. Expected behavior: It should show the URL even in offline mode.

Reproducible: Always

Steps to Reproduce:
1. Close the last instance of Firefox having multiple tabs opened in it with different pages loaded.
2. Close the browser (or shutdown the Windows system), indicate to persist the session.
3. Restart Firefox, allow it restore the previous session if prompted.
4. Immediately upon start click File->Work Offline.
5. Check if all the tabs have URL text box populated or not.

Note: If the bug is not reproduced this way, try a having *multiple instances* of Firefox all having multiple tabs shown and then restart the browser (or the machine), and let it restore the previous session.

Actual Results:  
URL boxes shows blank.

Expected Results:  
It should show the URL.

I am marking it as critical as everytime I use the restore feature, I loose the URLs in many tabs.
