Searching for "cookie" in newsearch gives a lot of forum hits and "Cookies" as a KB article but it's buried below a bunch of forum threads. KB articles are always better than forum threads and should be ranked at the top.

Not necessarily always, if someone is searching for a specific issue that is covered in a forum thread but not yet in a KB article. It's funny that this particular KB article gets a lower score than the forum threads though; can we figure out why?
It's because all the cookie articles use "cookies" and not "cookie" and we don't search on word variants
