489653 - Add-on Summary->"Add translation" tab not disabled after all the language options are exhausted;user can add "null" locale

Description

steps to reproduce:
1.log into your AMO account.
2.Click on "Developer tools"
3.Click on one of the add-ons
4.Click on "Edit add-on"
5.Click on the "add translation" tab and add locales for all languages available.
6.Once all the options in the drop-down menu are exhausted,try add another
translation.
7.repeat step #6 again.

Note: The same behavior can be reproduced for all the fields in the "Edit Add-on Descriptions" page

expected result:
Once all the options in the drop-down menu are exhausted,the "add translation"
tab is disabled.

actual result:
-"add translation" tab is not disabled.
-After step #4,a "null" locale gets added.
-There are two text areas under Add-on Summary.
-After step #5,the text area disappears.

Additional info:
The behavior described here is similar to the one mentioned in  Bug 489650,as we using the module in both places.Two separate bugs have been filed to maintain modularity.

Thanks for the additional bug, though in this case it is not necessary, as the code is the same. Once it's fixed in one place, it's also fixed in the other.

Sorry that you had some work filing this bug and I am just duping it :(
