After some disk cleaning, I tried to resume the download. I clicked the pause button, no response; I clicked the cancel button, no response either. I closed the download manager, and reopened it, but the problem still exist. I started a new download. The download remains "starting" with an empty progress bar, but the file was downloaded, and the cancel button does not respond either. Reproducible: Didn't try
