490023 - bugs in MoCo:Facilities Management have wrong groups or missing groups

Ran SanityCheck to rebuild the keyword cache after a renaming and saw complaints about bugs in the product "Mozilla Corporate" component "Facilities Management". 71 bugs "Have groups not permitted for their products" (mozilla-confidential on the couple I checked) and 79 bugs "Are missing groups required for their products" (a superset of the first group at a quick glance).

I'm not sure what group is required as I'm apparently not allowed to set it -- the bugs have no groups available to the average MoCo employee. "mozilla-corporation-confidential" would seem a reasonable default group but it's not there. An internal default like "infra" might make some sense (but why are infra bugs hidden from the rest of MoCo anyway?) but there should also be a group most people can use in case bugs need to be transferred, which is apparently what happened to these bugs.
