Hmm.  The difference is that in the "static" case the rowgroup, scrollframe, and table are all height 0.  In the "dynamic" case, the rowgroup is still height 0, but the scrollframe and table have a height of 14px.  That 14px is coming from the height of the vertical scrollbar on the scrollframe around the rowgroup.  roc, any idea why scrollframe is ending up with a wrong height here?

WFM.  Maybe the fix for bug 28800 made the combination "overflow: auto; display: table-footer-group" meaningless?
