can't start NS 6 with a JA-JP profile

Details
When trying to start a profile with the Japanese (Japan) region setting, NS
doesn't start at all and throws out an XML parsing error instead. This is
the error message:
XML Parsing Error: undefined entity
Line Number 185, column 25:
value="&bookmarkLinkCmd.label;"
An English (US) profile can be started, but when the View->Set Language/Region
setting is changed to JA-JP, the same problem is encountered when trying to
restart the browser.
This problem has existed for more than a week now.
Observed on build 2000-08-15-08M18
Steps to reproduce:
1. create a new profile with JA-JP region setting.
2. Start NS 6
The langpack is not up-to-date.
L10n group now owns langpack. Reasign.

I don't believe this is a Mozilla bug. This should be filed in
NS internal bug database. Resolving as invalid in Bugzilla.
Will be filed in the N internal bug database.
