STRG+Shift+T is not working, when a empty tap is open

Open a first tab, then open a new empty tap, then open a new tap and in this tap open a website(for example: mozilla.org).
Now close the mozilla.org tab, then close the empty tab.
Now try to press STRG+Shift+T, the website cannot be rebuild!
The empty tap is the problem!

Maybe caused by an add-on; can you retest in safe-mode?
