491379 - Admin can accept persona after copyrightrejecting it

Description

Steps to reproduce:
1.Log into your admin account.
2.Navigate to /admin/pending.php
3.In the pending personas list,click"cpyrightreject" for any persona
3.Notice that the "copyrightreject" link has changed to "rejected"
4.Click on Administer link
5.Accept the persona.
6.Navigate to gallery/recent to check if the persona is listed

expected result:
After admin clicks copyrightreject,a refresh is forced after which the persona is not listed in the pending queue anymore OR Administer link is disabled.

actual result:
Admin can accept persona after copyrightrejecting it

This is the desired behavior. We need a way to unreject a persona (if they, for example, demonstrate ownership), so the persona has to be there to be correctly accepted. It also gives you a way to fix things if you accidentally reject it.

You REALLY don't want a refresh there, since it could involve loading a several-thousand image page again. The whole point of adding that hack was to get around that :)
